Libya represents both a challenging and paradoxical case for democracy support; while a turbulent conflict environment, it is also the home of a nascent, inexperienced but highly driven and committed civil society.
EED approach and added value
- Engage with activists in exile who maintain strong links inside country
- Provide flexible support to nascent civic groups that have difficulty operating due to the security environment
Examples of supported initiatives
- Initiatives promoting defence of human rights and democracy
- Civic education initiatives related to the constitution-making process
- Start-up funding for pilot civic projects in key cities (given that the country is being held together not by a central government but by local authorities)
- Independent media still operating from within the country
