Despite the democratic hopes of the Arab Spring, Egypt has seen a return towards authoritarian tendencies. Economic woes remain acute and corruption is rife at all levels of government. A recent law regulating activities on non-governmental organisations has threatened to shrink further the already highly restrictive environment for civil society. Many donors find it increasingly difficult to operate in the country.
